General Description

The Assistant Superintendent of Human Resources, develops, implements, and coordinates policies, programs and procedures covering the following: recruitment, employment, placement, induction, wage and salary administration, affirmative action, staff development, credentialing, employee appraisal, negotiations, and employer-employee relations. With the assistance of the Director of Human Resources, the Assistant Superintendent administers, plans, organizes, directs and supervises all operations and activities of the Human Resources Department.


Example of Duties

 

  • Administers, plans, assigns, organizes and directs the work of personnel office staff.
  • Develops, implements and directs the interpretation of personnel policies throughout the District; coordinates the ongoing review and update of all District policies related to personnel.
  • Monitors compliance with relevant federal, state, and local laws, rules, and regulations as they pertain to all aspects of Human Resources Department functions; prepares reports as required.
  • Plans and organizes staff development activities for teachers, administrators, and classified staff.
  • Plans, organizes, and acts as lead in the negotiations for all union contracts; interprets and enforces union contracts and maintains an ongoing program of employer-employee relations.
  • Provides counseling to employees regarding their rights, classification, requirements and other related items.
  • Responds to complaints and grievances; conducts investigations as necessary.
  • Selects, supervises and evaluates assigned personnel.
  • Serves as a member of the Superintendent's Cabinet, and works cooperatively with school and department heads in routine matters designed to ensure efficient and effective personnel practices including affirmative action.
  • Serves as a resource for District Office and site administrators.
  • Serves as Uniform Complaint Officer for the District.
  • Structures, administers, and directs personnel recruitment activities; implements process for interviewing, selecting, and hiring based upon non-discrimination concepts and all legal procedures.
  • Assumes additional responsibilities, tasks, and duties as may be determined by the Superintendent.

Qualifications

Knowledge of:

 

  • Federal, state and local laws regarding personnel.
  • California Education Code and District policies
  • Management skills to analyze programs, policies and operational needs.
  • Contract administration.
  • Effective office management procedures.

 

Ability to:

 

  • Plan, organize, direct and coordinate the work of certificated and classified staff.
  • Select, supervise, train and evaluate certificated, classified and administrative staff.
  • Appropriately delegate authority and responsibility.
  • Analyze problems, identify alternative solutions, project consequences of proposed. actions and implement recommendations in support of goals.
  • Develop and administer District and school goals, objectives and procedures.
  • Identify and respond to community and District issues, concerns and needs.
  • Establish and maintain effective working relationships with site staff, parents, students and the community.
  • Communicate clearly and concisely, both orally and in writing; prepare clear and concise reports.

 

Education and Experience

 

  • Bachelor’s degree in the field of education, human resources, public administration, business administration or related field.
  • Clear California Administrative Services Credential.
  • Minimum of 5 years of supervisory, personnel administration, public administration, or other administrative and supervisory related activities.

  • Travel to district sites for meetings; travel to conferences and workshops within the state

  • Have mobility sufficient to move about, stand, and/or sit for extended periods, and access all locations in the work environment.
  • Have flexibility and strength to reach with hands and arms, reach above shoulder level as necessary, and be able to bend and stoop.
  • Have manual dexterity to appropriately control and manipulate objects, materials, and equipment used on the job, including telephone and computer.
  • Ability to drive to all district facilities and necessary meetings and conferences.
