License and Certification Qualifications: Valid teaching certificate with certification or endorsement in English to Speakers of Other Languages (ESOL) preferred, or valid counselor or social worker certificate. Valid Georgia driver's license required.
Education Qualifications: Bachelor's degree in related field required. Master's degree in related field preferred.
Experience Qualifications: Three years of teaching experience preferred. Experience in human services field, preferably with students and families in a multilingual environment. Professional-level experience in another language or in a multilingual environment, work experience with the public in a non-English language, and work experiences with families and children preferred.
Skills Qualifications: Ability to organize and execute multiple tasks concurrently; excellent oral and written communications skills; ability to utilize technology to complete tasks; ability to work with limited supervision; strong interpersonal and communication skills in English and a predominant minority language; word processing skills in English and at least one other language; bilingual skills in one of the most prevalent languages other than English spoken in Gwinnett County Public Schools required; and ability to represent Gwinnett County Public Schools in a positive and professional manner.
Primary Responsibilities: Engaging newcomer students and families in activities that provide enhanced instructional opportunities for immigrant children and youth and in becoming active participants in the education of their children.
1. Engage parents of newcomer students and multilingual learners in family literacy, parent and family outreach, and training activities designed to assist parents and families to become active participants in the education of their children.
a. Train or conduct cluster-based family literacy classes;
b. Present Newcomer Academy classes for newcomer families;
c. Use resources for newcomers and refugees developed by the U.S. Department of Education.
2. Support teachers and paraprofessionals who provide services to immigrant children and youth.
a. Facilitate sessions for school staff in understanding cultural norms of newcomer families;
b. Collaborate with teachers, school administrators, or district leaders to enhance programs for gifted newcomers.
3. Provide mentoring or academic or career counseling for immigrant children and youth.
a. Present information to newcomer students and families about the U.S. college system, how to apply to college, and how to research scholarships and financial aid;
b. Provide information about career pathways to newcomer students and families.
4. Support the identification, development, and acquisition of curricular materials, educational software, and technologies as supplemental resources to be used by newcomer students and families.
a. Assist with the identification of supplemental resources in languages and cultures represented by newcomer families.
5. Refer students and families to access supplemental resources such as additional classroom supplies, support for transportation during an Extended Learning Time, and other costs that are directly attributable to basic instructional services.
6. Support newcomer students and families in the participation of programs such as introduction to the educational system and civics education to achieve in elementary and secondary schools.
a. Conduct a transition experience in the school building for newcomer students and families to supplement the school’s orientation to school.
7. Coordinate with community-based organizations, institutions of higher education, private sector entities, or other entities with expertise in working with newcomer students and families by offering comprehensive community services.
a. Refer families to food banks, public libraries, Gwinnett County government offices, not for profit organizations, and consular offices;
b. Outreach to families by presenting in the community an overview of GCPS and orientation of schools, promotion, graduation;
c. Become a contributing member of a national organization for newcomers or refugees and represent the school district as a leader in the field.
8. Provide programs, services, and activities to Multilingual Learners and their families to improve the English language skills of Multilingual Learners and to assist parents and families in helping their children improve their academic achievement and becoming active participants in the education of their children.
9. Perform other Title III duties as assigned.
