SUMMARY: Provides leadership in the areas and functions related to curriculum, instruction, and staff development. Plans, coordinates, and supervises the operation of the Office of Teaching, Learning, and Technology (OTLT). Programs and collaborates with District personnel to develop, implement, and evaluate programs and instruction designed to achieve these purposes. This position serves the school district's operation by providing information to be used by the Board of Education, ad hoc structures, district-level administration, building-level administration, instructional staff, and the community.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.

 

OTLT Leadership:

 
  • Provides leadership in planning and conducting curriculum studies, including special programs for new courses, funding, staffing requirements, and curriculum impact.

  • Participates in selecting and guiding instructional materials.

  • Oversees the development and implementation of instructional programs.

  • Oversees OTLT departments, including Gifted and Talented, Young 5’s, Bilingual, K-12 Music, Art, Special Areas, Kindergarten Registrations, and Curriculum issues related to Grants.

  • Monitors the school improvement process

  • Provides input to the Human Resources Department on student-teacher placements.

  • Coordinates and monitors the district school improvement process.

  • Develops, administers, and monitors applicable budgets.

  • Applies for and writes grant applications.

  • Keeps abreast of developments in curriculum and instruction and furnishes leadership with the necessary knowledge to determine their appropriateness for inclusion in the district educational program.

  • Plans and administers all aspects of the curriculum and instruction programs.

  • Recommends adding new courses, grade placement, credit allowance for courses, and graduation requirements.

  • Assists in the development of educational specifications for remodeling projects or new construction.

  • Interprets and guides the curriculum and its philosophy to the Board, administration, staff, and general public.

  • Works with principals, department chairs, teachers, and district committees in developing and maintaining the philosophy and goals for the curriculum.

  • Chairs committees related to textbook adoption, curriculum, and instructional strategies.

  • Serves as liaison between curriculum disciplines, schools, grade levels, the School Board, and the community.

  • Represents the school district on regional and state curriculum committees.

  • Coordinates compliance with local, state, and federal curriculum mandates.

 

Assessment Leadership:

 
  • Works with principals, teachers, and school personnel related to student assessment.

  • Monitors and communicates as needed to the Board, Superintendent, and staff matters related to Curriculum and Instruction.

  • Studies the district's data utilization needs and develops and implements staff training programs to utilize that data.

  • Plans and develops research and assessment programs that provide information concerning instructional programs.

  • Develops, implements, evaluates, interprets, and communicates the district’s testing program results to the entire school staff, Board of Education, and other interested parties.

  • Serves as a resource person in planning and conducting in-service educational activities to improve teaching practices in test construction, test administration, and test results utilization.

  • Facilitates the use of comprehensive student data by building administrators and teachers to drive instruction with the ultimate goal of increasing student achievement.

  • Utilizes technology to make data readily available to staff.

  • Works in collaboration with other entities, such as ISD, regarding data systems related to student data.

  • Stays current with all applicable state and federal laws, regulations, and administrative rules related to student assessment.

 

Staff Development & Support:

 
  • Provides leadership to and oversight of the development and implementation of staff development plans and activities.

  • Assists in developing projects and proposals for outside funding.

  • Provides supervision for curriculum and instruction support personnel.

  • Assists in developing new or revised policies related to the Curriculum department.

  • Monitors and advises the Board, Superintendent, and staff on matters related to Curriculum and Instruction.

 

Gifted & Talented Program:

 
  • Recommends new or revised policies related to the Gifted/Talented Program.

  • Coordinates testing and identification of G/T students.

  • Assesses accomplishments of students in the G/T Program.

  • Maintains records of students and families in the G/T Program.

  • Works with staff to teach new gifted strategies.

  • Writes and maintains grants for the G/T program; communicates grant changes to district staff.

 

SUPERVISORY RESPONSIBILITIES:

 

Directly supervises employees in the Curriculum Department. Carries out supervisory responsibilities by the organization’s policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems.

 

QUALIFICATION REQUIREMENTS:

EDUCATION AND/OR EXPERIENCE:

 

Master’s degree or equivalent in Curriculum and Instruction, Education or Administration; five years related experience/training or equivalent combination of education and experience with an emphasis on curriculum and instruction. Credits or degree beyond Master’s preferred.

 

CERTIFICATES, LICENSES, REGISTRATIONS:

 

Must meet certification as required by the State of Michigan—valid Michigan teacher certification required.

 

LANGUAGE SKILLS:

 

Ability to read, analyze, and interpret professional journals, technical procedure, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups, employees, and the general public.

 

MATHEMATICAL SKILLS:

 

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

 

REASONING ABILITY:

 

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to handle stressful situations with parents and community with leadership, sincerity, and understanding.

 

OTHER SKILLS AND ABILITIES:

 

Must meet the education regulations of the State of Michigan and Federal government   Must be self-motivated and self-directed.

 

Ability to apply knowledge of current research and theory in specific field. Ability to establish and maintain effective working relationships with students, staff, and the school community. Ability to speak clearly and concisely both in oral and written communication. Must possess excellent listening skills. Must possess excellent organizational and multi-tasking skills. Ability to operate a personal computer and District related software.  Ability to perform duties with awareness of all district requirements and Board of Education policies. Extensive knowledge of computerized data bases and reporting system required. Ability to work with students, teachers, parents, administrators, committees, and others; and to think and communicate effectively in intense conflict situations. Extensive knowledge of an ability to interpret and apply federal and state laws and regulations, legal opinions, and board policies related to responsibilities. Ability to communicate written and orally in a meaningful, descriptive, and effective manner. Experience as a teacher and administrator. Possess leadership and organizational skills.
