Job Overview

This is technical accounting work involving cost accounting, auditing, and controlling fiscal operations of the combined County-School District fleet maintenance facility.  An employee in this position is responsible for establishing and maintaining accounting and related fiscal records for the purpose of determining operating costs of the facility, auditing expenditures for proper use, and billing facility users for services.  The work requires knowledge of technical accounting principles and practices.  Overall goals are set, and the Controller determines the specific tasks and assignments to be performed, independently handling new, unusual problems and deviations encountered in work.

 

 

Roles and Responsibilities

The following information is intended to describe the overall nature and scope of the work being performed. This is not a comprehensive listing of all responsibilities or tasks; work may differ and other work may be assigned when deemed appropriate.

  • Establishes accounting and related fiscal record keeping accounts and files to record, track, and report on costs of operating the fleet maintenance facility; processes expenditure and other transaction documents to post and maintain accounts and records.
  • Monitors and reports on operating costs, identifying areas requiring management attention; provides data for preparing facility budgets.
  • Posts bill process in fleet management information system and generate reports for customers, County of Loudoun, Loudoun County Public Schools, and other external customers.
  • Performs reconciliation of Central Vehicle Maintenance expenses between fleet management information system and Oracle and prepares monthly Statement of Activities.
  • Provides direct and functional supervision of fuel recording, inventory record keeping, and related internal processes for accounting for supplies, materials, and labor.
  • Audits facility record keeping and reporting procedures to ensure proper operation and recommends changes as necessary.
  • Prepares reports, charts, and tables for management use on facility costs, accounts, and related matters. 

 

 

Qualifications

Below are the minimum qualifications for this job. Equivalent combinations of education and experience are also acceptable.

 

     Education
     Associates degree in Accounting or related field

 

     Experience

     Two years of experience in performing technical accounting work

 

     Licenses and Certifications

 

     Knowledge, Skills and Abilities

  • Knowledge of technical accounting principles and practices to establish and maintain cost accounts, audit accounting, and related records and procedures, and prepare reports and statements reflecting the operational expenses associated with operating a cost center-based fleet maintenance facility
  • Ability to post and maintain a set of accounts; to process varied accounting transactions; to reconcile accounts, including tracing errors and resolving discrepancies; to search for, select, compile, and summarize data; to interpret and apply instructions and guidelines to specific situations; to determine work priorities, maintain confidentiality, work independently, and work effectively during periods of heavy workloads and tight deadlines
  • Knowledge of modern office practices and procedures
  • Knowledge of standard office appliances including desktop PCs, standard office software, scanners, printers, photocopiers, and facsimile machines
  • Knowledge of business English, spelling, and grammar, and standard business correspondence styles
  • Good human relations and communications skills

Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Salary Range: $28.54 - $36.75
