Teacher: Special Education - Community Based Services |

JOB SUMMARY
Provides direct and indirect instruction to students with disabilities and consults with other personnel in planning, delivery, and evaluation of special education services provided in the least restrictive environment. May serve as a member of the school Individualized Education Program (IEP)/Individualized Family Service Plan (IFSP) team. The area of concentration will be for those students receiving services in their natural environments. The position may be 10 or 12 months depending on assignment.
ESSENTIAL DUTIES/RESPONSIBILITIES
- Provides direct instruction to students with disabilities.
- Provides guidance and direction to technicians supporting the instruction of students with disabilities.
- Develops lesson plans, instructional materials, provides student data and progress reports.
- Assesses the progress of students on a regular basis utilizing tests, measurements and observation skills and/or modified-adapted assessment devices. Conducts educational assessments and provides progress reports of the overall effectiveness of the services required.
- Plans and develops the student’s IFSP and IEP. Acts as a Service Coordinator for IFSP services and acts as a Case Manager for IEP services. Consults, trains, and supports general education teachers, private preschool teachers, and other primary care givers regarding the implementation of IFSPs and IEPs.
- Completes all necessary paperwork for billable medical assistance services.
- Facilitates the implementation of special education services in the least restrictive environment and assists in organizing and implementing a continuum of appropriate service delivery options for students with disabilities in their natural environments.
- Maintains accurate, complete, and correct records, case files, etc. as required by program regulations, Board policies and federal, state, and local laws.
- Attends and actively participates in staff meetings, conferences, and professional development. Provides recommendation regarding the planning of the delivery of services and methods of instruction for students with disabilities.
- Performs other related duties as assigned within the same classification or lower.

Education
- Bachelor's Degree in applicable field of education from a regionally accredited college or university required.
Experience
Knowledge, Skills, Abilities and Other Characteristics
- Knowledge of current trends and research in the field of specialization.
- Knowledge of and proficiency in technical areas of instruction.
- Knowledge of data documentation and student performance with special emphasis on the inclusion of preschool students with disabilities with non-disabled peers.
- Demonstrated ability to speak and write effectively.
- Demonstrated ability to deal effectively with students, staff, and parents.
- Ability to employ a variety of teaching styles to respond to the needs of diverse learners.
- Ability to establish and maintain positive collaborative relationships with community and school partners.
- Ability to effectively communicate with diverse communities and develop outreach strategies to encourage parental involvement in student learning.
- Demonstrated ability to work effectively and engage diverse parents/guardians with varied communication styles, levels of skill and experience to support their child’s education experience.
- Demonstrated ability to effectively work and communicate with diverse populations.
- Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite – Word, Excel, Outlook, and/or PowerPoint preferred).
Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.
- Hold or be eligible for Educator Certification: Professional Eligibility Certificate (PEC) educator certificate appropriate to the assigned teaching content area issued by Maryland State Department of Education (MSDE) required.
- Upon hire, Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
- Daily access to reliable transportation.

- Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
